Yes and No. Iran is not a threat in conventional military terms but if the USA attacks Iran in Iran there are two betting certainties, firstly that the USA would win that conflict, at least militarily, and secondly that Iran would retaliate by attacking the USA in the USA.

A terrorist campaign in America in an election year would be disastrous for Trump. It is probably only that thought which is preventing Trump from following the maniac Bolton's recommendations.

I think it is equally likely that PUTIN told him to fuck off, because it would be a threat to Russian interests, so he made up a story that sounded like he was a patriotic American. I doubt he would have listened to what the joint chiefs had to say in any case.
