between snuggling and cuddling?

I believe that snuggling is more of a cold weather activity, as in 'snuggling under a blanket' or the covers. Whereas cuddling can take place in any weather.

Therefore, all snuggling would be considered cuddling, but not all cuddling is snuggling.

Generally I see snuggling as a private activity while cuddling can occasionally be done in public.
