Clearly the Palestinian Arabs live under the control of a group of criminal organisations but do the people themselves deserve any sort of sovereignty in a place many have lived for generations.I readily admit that I don't know the answer in fact I barely understand the questions!

The Palestinian Arabs were fine being part of Jordan from 1947 until 1968.

The humanitarian solution would be for Jordan to take them in, like how Israel took in the Jewish refugees from the surrounding Arab states.

Per the Oslo Accords, the West Bank is broken into three zones. Zone A is under the control of the Palestinian Authority. Zone B has shared control. Zone C where the Israelis live is controlled by Israel.

Gazan civilians weren’t allowed in the tunnels Hamas built for its own safety.

Israel has long had large numbers of public and private air shelters to protect Israeli civilians from the thousands of rockets and missiles fired into Israel from Iran and its proxies. The Iron Dome stops a lot, but it can’t catch everything.

You may want to check a hostory book. Without these people we wouldn't know philosophy (you may want to say "Hey, that was Sokrates and all these other Greek guys I don't remember!" and you wuld be right.
