Whether the Pacific or South China Sea, here is something I saw: about Prince Jefri Bolkiah of BruneiI'm working on a story with this concept. It takes a lot of suspension of disbelief, but it's fun. A woman who is a high-powered banking executive travels to a Pacific island country ruled by a "sultan" who is the absolute ruler of his island, for the purpose of negotiating a lucrative transaction, and she knowingly violates the law of the country, as a result of which for a year she must serve as a slave and member of his harem. She is caught between the desire to be independent and to escape and the almost irresistible pleasure offered by the term of her slavery to the sultan, who, of course, is handsome, urbane, well-educated, and incredibly appealing, despite being an absolute ruler.
If you're interested in ideas that play on this concept, do some searching. You'll find plenty of stories.

Not sure if he fits your Sultan image, but a former Penthouse Pet joined the harem. It wasn't slavery, these women earned a good bit ($20k/week) and one woman wrote a memoir about it. https://en.wikipedia.org/wiki/Some_Girls:_My_Life_in_a_Harem
Kim Jong Un also is reported to have something like a harem, though there's not much to admire about him.
Unless you are committed to an Asian setting, you could consider a historical erotic fiction plot. A number of Islamic rulers, and pre-Islamic rulers going back to ancient times had some version of a harem.
Of course, the ancient world would not have your high-powered female executive, so back to Brunei, she could willingly join the Brunei style harem despite the pay cut.
