Thanagar was mining Starhaven of it's brain matter, Nth metal. Starhaven kind of provoked the colonazition of itself by the Apaches. Apaches and Thanagarians had heap big fight. Thanagar won but was damned impressed. Starhaven allows a supply of Nth to go to the Thanagarians as prize for winning the war. Starhaven is the blue version of Mogo.

As to Dawny........ She just might be...... Or maybe Mogo is giving her to J'onn as a symbol.
