The Vendee are in open revolt against the Revolutionary Government of France. So Colonel Henri Montague is leading a regiment of the forces dispatched to put down the provincial counterrevolution. What is to be done? He is a former valet's son, so he knows the insides of the aristocracy and how they think, and is determined to crush them. He also despises the clergy, who are nothing more than another oppressive elite to him. And the Vendee are clearly monarchist traitors in his view. There is no middle ground with the colonel.
