I also looked unsuccessfully. To expand on @PapaRomantic's point, the only search terms would be successful submissive dress sister in Taboo/Incest and I see 309 stories. And I wouldn't feel super confident in those keywords. Adding 'brother' brings it down to 218 stories.

And, obviously, it might not be here anymore, in which case you'd need someone to recall something pretty specific, like the title, in order to find it elsewhere.
