I'm writing a story which is going to include a chastity device for a male and needed help with a question to make this story realistic. I have no experience in this area. Is there a better time to put the device on, either with a flacid penis or an erect one? I would think you could do it either way but one method may be far better than the other. The devices I have heard about serve in part to prevent a male obtaining an erection, and thus are impossible to put on when he is erect.

There should be info on CB websites, like that for the CB2000/3000. I believe I've seen an FAQ or instructions of some type on there. If not, there are tons of CB threads here and on sites like Collarme, so I'd suggest checking those out and asking if necessary.

A pocket protector and a calculator hanging on your belt will keep you chaste, too. Worked for me all through college. You can put them on while either flaccid or erect.
