The effects were cumulative. Investigations spanned years. Tens of millions in public funds were expended. Media coverage centered on allegations of collusion that were never established in the sweeping terms initially asserted. Public confidence in federal investigative bodies declined, and skepticism toward intelligence processes intensified.
