Photoshop can resize images very well, but you have to deal with resizing the image, resizing the canvas, and exporting to JPeG format. Irfanview is just a matter of selecting Image/Resize from the menu bar, typing in the maximum dimension to the size needed, clicking OK, and saving.

It takes longer to load this thead and download an image to resize than it does to resize it -- and most of that time is finding the copy I saved to resize.

Oh yes. "pic must be 150 x 150 pixels or 15.0 kb. Whichever is smaller".
I forgot about that. The pic is the right size pixels wise but it's still 5.0 kb to big.
O.K, I've tried taking it down some more but it’s just a blur. The problem is that the picture has to much colour in it, colour takes a lot of kb. Maybe there’s a way around this that I don’t know of but I doubt it. I suggest you find something with less colour.
