The delay in reporting the accident to the authorities is really very bizarre - though Kennedy did immediately return to try to save her with a couple of others. And there’s no reason to disbelieve that he had tried repeatedly but failed to save her as the car initially sank: The first policeman to arrive on the scene couldn’t retrieve the girl’s body either.
Concussion and confusion would be plausible speculation for the delay - Kennedy made the bizarre decision to swim 150m across open water shortly afterwards (because there were no more ferries). Equally plausible, would be the charge that they were keeping the situation in house, so to speak, in order to figure out how to spin it to the world politically. A mixture of the two seems likely to me.
In the end, it put paid to Kennedy’s presidential ambitions, likely lead to his wife having a miscarriage shortly after the funeral, and of course ended the life of a young woman who had believed in their politics.
