Aren't the "criminals we have in our country" simply "our own compatriot criminals" plus "the criminals coming in"? I mean, after those criminals come in, they're criminals in the country too, like the criminals who didn't come in, but were always in the country as compatriot criminals. In fact, they've been criminals in the country for much longer than the new criminals in the country who have only just arrived - and who may or may not have been criminals in their own country - and have only recently become criminals in the country, so actually the local criminals in the country are a more serious concern because they've become hardened over years of being criminals, whereas the criminals coming in are really only just novices taking their first steps.
