There's nothing she can do about activating the 25th Amendment.
Then it's a good thing that's not what she's trying to do. In fact, when asked about taking extraordinary measures to remove Trump, she said, "That's not for us to decide."
What her bill would do is give Congress a say in invoking the 25th Amendment. The amendment itself does provide for at least the possibility of that:
Whenever the Vice President and a majority of either the principal officers of the executive departments or of such other body as Congress may by law provide, transmit to the President pro tempore of the Senate and the Speaker of the House of Representatives their written declaration that the President is unable to discharge the powers and duties of his office, the Vice President shall immediately assume the powers and duties of the office as Acting President.
Pelosi's bill simply aims to designate Congress as the "other body". It is an idea worth looking at when you consider that the system as currently set up leaves it entirely up to the president's cabinet. In other words, the president's hand-picked right-hand men and women have all the control. Not a great way to run things.
