They say anything good whether there was any policy in place or action taken to cause it, he gets the credit.

Anything bad, even if one can directly trace a policy or action to the occurrence cannot be blamed on him.

I have spent pages explaining how no policy or action of his could possibly have or can be shown to have the effect of increasing oil production. Why would he get credit?

Similarly when there are bad results from his policies such as increased rather than decreased emergency room visits that are clearly linked to his policies I show that too.
