Actually according to the peeps who actually wrote the books. Eastman and Laird. The Foot soldiers were very much human. And the Ninja Turtles spilt MUCH blood in the constant battles with them. Quite a few dead people. They just got kiddy'fied by the tv networks when they became cartoons.

My mistake. So who are we going to do this. Well I've done nothing with the foot soldeirs as of yet so they could go either way. I personaly prefer the robot thing but thats because my knowedge comes from the cartoon and the vidoe games (There knowldge in those games?!?!). So go for it Mohshi.
