I think it would work better if it was a small act and then it blossomed into incest.

I love the idea. Taking some hints from @Brandnewbuddy I would go something like this but in mom's private studio.

Mom, can't get the images she wants as the siblings aren't relaxing/ cooperating so taking cues from her work with couples, she leads the way by going first to get the group nude. "I've seen it before", "Were all the same". The awkwardness will then fade away as she gets photos of them nude individually, then as a group. The group shot naturally involves physical contact.

Though mom has never witnessed the intimate moment itself with her work with couples, she enjoys knowing that they have had sex and the glow it brings to her images. Photographing the siblings nude particularly the group shot is highly arousing and she encourages some more intimate acts, brother kisses sister, sister kisses sister. The male of the group is erect which is clearly visible in some of the images as well as the group.
