You are probably thinking of the excise tax which is charged to retailers and is per gallon. A sales tax would be assessed on the sales to consumers and is usually a percentage of the selling price.
UK started their VAT (Value added tax) back in the 70's @ a rate of 8%. It is now 22 or 20 % - can't remember which. And the Income tax as a proportion of income for the lowest 30% of taxpayers is higher than when VAT started.
It is impossible to stop governments spending money -always. Given the US Congress's tendency to add money spending earmarks to just about every piece of legislation a Federal GST would be spent by Congressmen before it was collected.

It will be sold to low wage earners on the basis that they will be taken out of the income tax system, but the inevitable price inflation it will cause, will force wages up bringing them straight back to the income tax fold.

When I came to CA in 1960, the sales tax was 3%. Now it is as high as 9% in some jurisdictions, in addition to the state income tax having gone up. If politicians were private citizens, they would be described as "shopaholics."![]()
