After we all get busy, I get together with Roger Kent, who as Infrastructure Chief needs all the bodies he can get; and Sergeant Paulson who's in charge of keeping all those bodies safe.

"We lost power last night, which means that all of the businesses in the area lost power last night," I say, telling them nothing they don't already know. "I'm just thinking about all of the food in refrigerators and freezers that is going to go bad in the next day or two."

They see my meaning. But scavenging homes and businesses could be dangerous. And it would take away from the work being done on the Wheelhouse.

"There are 3 electric cars or hybrids in the parking lot that we have keys to, either personal cars or company cars," I tell them. "I believe it's worth the risk and the delay to raid some houses. Or, even better … there are restaurants and microbreweries within blocks of here. I don't know about you two, but I could really enjoy a beer tonight."

We talk some more, but I remind them, "We have a working government. We should take it to a vote."

We get together the members of the BNC:
  • Alice Palmer, Owner of the Wheelhouse Building and Co-Founder of the Better Neighborhoods Council.
  • Roger Kent, Owner of Kent Contractor Services, President of the local Habitat for Humanity Chapter, and Co-Founder of the Better Neighborhoods Council.
  • Denny Paulson, a US Army veteran of Iraq and Syria and advocate for homeless veterans.
  • Gretchen Lehman, who is a Sergeant in the City Police and an advocate for the homeless and poor.
  • Sharon Hooper, who works for the City's Public Works Department and is one of the most informed people I know when it comes to this city.
  • Marilyn Ingram, owner of Parr Lumber, advocate for the homeless, a major contributor to Habitat for Humanity, and Co-Founder of the Better Neighborhoods Council.
  • Lucas Sampson, full time High School Teacher, part time College Professor, tutor for low income students, and probably the hardest working man I've ever met.
  • And Olivia Hanson, who was homeless most of the past 10 years, knows this city well, and -- because of the assistance of the Better Neighborhoods Council -- recently moved into a group home just down the road.

"First, I want to say something that at various times in our Country's history has not been a very popular idea," I say once we are all together in my office on the 4th floor. "And that is the old saying that democracy is the worst form of government available ... except for all the other forms or government. Specifically, the concept of majority rule. It only take one more vote on the side of an important issue to make nearly half of us feel screwed."

"What is your solution?" someone asks.

"Supermajority, and I think we should add 3 more people to the BNC … and, for ease, I think we should just call it the council," I say. "11 council members as opposed to just 8 or even 9 would present a better cross section of the community. And a supermajority of 7 or even 8 or 9, which I would propose, would ensure that decisions we make … tasks we undergo … rules and laws we pass … are supported by a larger portion of the council and, presumably, a larger portion of the community members. And in 3 months, we hold elections with runoffs to ensure that all 11 spots are filled by people who have a majority of the support of the entire community."

We talk about the issue some more, then take some votes:

"All in favor of adding two new members to the Council, say aye," I say:

The votes passes, and some names are thrown out. Raised hands result in:
  • Phillip Nelson, to represent a more blue collar mentality.
  • Millie Rogers, "because if we don't invite her, she might spit in our food" yet another jokes."
  • And finally, Craig Ullman, because the Council thus far is heavily female and because he, too, adds a bit of blue collar thinking in a community that is going to rely heavily on people who can work with their hands.

Phillip Nelson, Millie Rogers, and Craig Ullman are called up to Alice's office, which we also decide will from now on be called the Council Chamber. They are told they've been added to the Council, and all accept.

I begin again, "Then, with our new members present..."

We discuss the salvaging mission concept, the risks, the gains, and then vote:

It took me a long time to get Pham Van Duc to open to me and tell me about her life in Viet Nam, and when she did I was shocked at how poorly she'd been treated. I have worked hard to bolster her self esteem and confidence, and I don't want to see it slide back to where it was now.

I take her into my arms again and tell her, "Get some sleep, Ducky."

She heads off to her bed, and after a bit I do, too. Tomorrow's going to be another busy day I imagine.

All of the Community -- save Ducky (who is still recuperating) and a single Rooftop Watch Stander -- assemble for breakfast in Millie's. I apologize for the early hour, explaining, "We have observed that the Zombies are both diurnal and nocturnal, meaning they are active during the daylight and the darkness. But they are less active and -- more importantly -- less aware at sunrise and sunset. That means that we normal human types -- when beyond the Wheelhouse's fortifications -- will begin operating in a crepuscular nature … meaning we only go out prior to sunrise or following sunset."

I turn the floor over to...

POV: Sergeant Denny Paulson

"Our destination this morning will be the apartments on the 300 Block of Water, on the far end of the block on which Parr sits, just across Water and west from where we are now," I explain. We had not a single map of the area, so our resident Professor, Lucas Sampson, drew up some simple ones that will serve our purpose. "We will cross to Parr (GML) and after disconnecting the chain link from the post in the northwest corner of the lumber yard, we will pass between the lumber lean-to and the apartments to check each apartment for both survivors and resources."

Sharon Hooper, in charge of the Scouts, reports, "We have scouted the south parking lot of the apartment building from atop the lean-to, and (roll) we have seen no Zombies. However, we have seen movement through the sliding glass door of one apartment, so we know that there are either Zombies or Humans in there."

"Are we using the word Humans to describe survivors?" someone asks. "I mean, aren't the Zombies Human, too?"

Knowing where the conversation is heading, Roger Kent takes over again and answers with a serious tone, "We have seen absolutely no evidence whatsoever that these Zombies can be saved if that's what you're thinking. Listen, I know that these creatures were once our family, friends, neighbors. But they are now little more than rabid animals. We have to accept that there is only one way we can deal with them until the CDC or some research hospital finds a way to bring them back to Humanity. I'm sorry … but the only thing we can do for them is show them mercy by ending their suffering."

I take over again, saying firmly, "Anyone who doesn't think they can put a bullet in the head of one of these things shouldn't be outside the Wheelhouse Wall. Make a decision now, because if you can't pull the trigger, you'll be dead. And worse than that, the man or woman with you -- who is depending on your ability to pull that trigger -- will be dead as well."

I give them a moment to contemplate the thought, then continue:

No one's gotten hurt yet, and as long as we stay vigilant and work as a team, no one will get hurt."

Constance McCallister:

"May I speak with you both, please," I say quietly to Alice and Roger as the meeting breaks up. When I feel no one else can hear, I tell them, "I'd like to be on the lean-to, please … in one of the Over Watch Stations."

The day before, the Builders and Scouts worked together to build a pair of overlooks atop the lean-to from which we can see nearly all of the parking lot and the rooves of the apartments' garages. (GML) While there, I got my first opportunity to actually shoot a zombie. I wasn't really sure I could do it; like the others said, these were once people, possibly people we knew. But I sighted the rifle, squeezed the trigger, and put a round right through the temple of one of those things. It dropped like a sack of potatoes. I was shocked at how good it felt to rid our town of one more cannibalistic maniac.

"What about your mobility situation, Connie?" Alice asks respectfully.

She knows about my battle field injury, of course. I tell her, "I'm not planning on having to move anywhere quickly. Point and shoot, not point, shoot, and run."

They discuss it and agree, knowing that I won't hesitate to pull the trigger to save one of the Alpha Squad members.

Five minutes later, I'm climbing the ladder -- with a bit of a grimace and grunt -- to my position. We've laid out rubber work station mats to create a relatively quieter walking path atop the metal roof. The Over Watch stations are little more than overturned 120 gallon plastic containers for backyard gardening, with a stool behind them for the comfort of the Scout. We only have to hide ourselves to not attract the zombies, not stop a bullet or anything. (There is doubt that zombies even look up!)

"Lot clear," I report into my radio headset after taking a minute to look around. "I repeat, parking lot clear."

A moment later I hear Mayor Alice Palmer on the radio: "Alpha Squad, deploy."

Behind me, I hear the ladder squeaking a bit under the weight of the Militia members climbing. Roger Kent, Denny Paulson, Walton Graham, and Gretchen Lehman ascend, then careful take the rubber mat path to the west edge of the lean-to roof. The lift a plywood and 2x4 bridge that had been built yesterday and put up here last evening after the sun disappeared and carefully extend it out over the gap between the lean-to and the first garage.

A moment later, after reporting the bridge's successful placement, Alice orders, "Sergeant Paulson, the mission is yours. Proceed as you deem fit."

"Copy, Command," he says, and one by one the Squad members are crossing the bridge to the garage roof. They check the open patio for Zombies and...
 
The Mission Unfolds:
  • Roll 7. The 4 members of the Squad successfully cross to the roof without issue.
  • Roll 2. In the small patio between the homes sliding glass door and the garage door that opens to the patio are 2 Zombies.
  • Sergeant Paulson looks to Roger Kent as if seeking direction, but Roger shakes his head and whispers, "Your mission, Sergeant."
  • Paulson points his silenced pistol downward and pulls the trigger.
  • Rolls 5, 6 +4 each. The Zombies each drop, a single shot placed into the tops of their skulls.
  • Any Zombies hear them?
  • Roll 3. Yes, 1, but it is far out on Montgomery Street and can't seem to identify Alpha Squad's location without more noise and/or movement.
  • Alpha team waits for the new Zombie's departure, then lowers the 10 foot ladder they brought with them, and Denny Paulson and Gretchen Lehman descend into the patio as Roger Kent and Walton Graham provide cover.
  • Roll 2. There are 2 Zombies scratching and clawing at the inside of the garage door.
  • Paulson could simply leave them in there. But they are making noise, which might attract more Zombies; and then imagine what treasures may be in the garage.
  • Roger Kent and Walton Graham descend the ladder and provide cover as Denny -- the brawniest of the group -- cracks and blocks the door.
  • Roll 5. The Zombies try to get to the walking meals but can't, and Gretchen pop one, then the other Zombie in the forehead.
  • Roll 6. Three of them enter the garage without further incidenta as Walton Graham provides cover from the outside.
  • Roll 3. They find three home owners to be moderately prepared for an emergency situation:
    • Food: 30 daily rations across 4 Food Groups.
    • Water: liter bottles, 6 daily rations.
    • 2 flashlight and some batteries (vague, yes).
    • And some more things of comfort (let's say 3, the roll, that you can name.)
  • Paulson reports the find and asks Alice if she wants to send Scavengers now or later. Either way, it's time to check the apartment.
  • The sliding glass door is not locked. (Why would it be? ) They crack the door and make just enough noise to draw Zombies from inside but not outside.
  • Roll 5, 6. Nothing. They enter to find suitcases, backpacks, laundry baskets, and plastic totes packed for an escape. It's a great find. Again, Paulson reports.
  • Roll 6. Then, the incredible! Gretchen turns at movement and levels her pistol ... at a living child!
  • Rolls 2, 4, 5. She is about 4, and she is soothingly calm. She is filthy; food stains on her clothes, mussed hair. But she is accepting to being approached.
  • They clear the rest of the apartment: no Zombies, no Survivors:
    • R 1, 3. Food: 10 daily rations across 3 Food Groups.
    • R 2. Water: liter bottles, 2 daily rations.
    • R 4d6 = 14 normal items of interest in a home.
    • The normal clothes, furnishings, furniture, bedding, etc. Common sense.
    • R 6. Lots of batteries, nice!

(OOC: I'm going to use your bullet point layout for this post, rather than regular creative paragraphs like I usually do.)

The Mission continues to Unfold:
  • Constance (as well as Sharon Hooper) see the zombie out on Montgomery Street. The latter has a radio and begins to report it, but then she sees the former positioning her eye behind the scope of her .30-06. Sharon hesitates and watches...
  • Roll 1d10 +1SL -3 for distance -1 for silencer (if I understood what you were telling me about them in PM) = 6: Hit, but it only stumbles, falls, and stands again.
  • She shoots again: Roll 1d10 +1SL -1 (getting it down) -1 for silencer = 6: Again, a none fatal hit.
  • Connie draws a breath, relaxes, aims, and fires a 3rd time...
  • Roll 1d10 +2SL -1 = 9: The zombie's head jerks back, and it falls to the ground like a discarded rag doll. Connie looks over the top of the scope, then looks to Sharon. She smiles, pleased with herself.
  • From the roof of the Wheelhouse, Alice -- with a pair of binoculars -- and those with her can see Connie firing. Once it is over, Alice asks in the radio, "Over Watch, we good?"
  • Connie nods to Sharon, who says into the radio with a hesitant tone, "We're clear, Command." Later, Sharon will talk to Alice about the lack of need of having killed the zombie, asking whether they should worry about Constance.
  • The report of the resources in the garage are radioed to Alice. She tells them, "Continue your search, Alpha Squad. I'll stage some Scavengers at the lean-to base."
  • A few minutes later, the news of the child comes in, shocking everyone within hearing distance of a radio.
  • Gretchen moves to the child and talks to her sweetly and asking "What's your name, honey?" The girl replies without fear, "Molly." Gretchen gets on the radio and reports, "The girl says her name is Molly.
  • As the rest of Alpha Squad is clearing the apartment, Gretchen lifts Molly to a kitchen counter and -- while continuing to talk to her -- looks for some food and water.
  • Millie's voice comes onto the radio. "Alpha Squad … Gretchen! Little redheaded girl with a face full of freckles, yes?" When Gretchen confirms it, Millie comes back on, "She and her mother come to my shop almost every morning for coffee and hot cocoa. It never occurred to me that she'd still be here, let alone alive."
  • Arrangements are made for Scavengers to come to the apartment immediately to retrieve Molly.
  • Alpha Squad finishes their reclamation of this one apartment, and -- after ensuring that Molly gets away without seeing the dead zombies, her family -- moves to the next apartment.
