"Experienced" people gushing about how having sex when the woman is menstrutating is equivalent to safe sex. How does one not countenance that since she technically has open blood vessels, she's susceptible to a greater number of infections?

maybe a clarification is in order. When I mentioned the opinions of said 'experienced' people, I meant 'safe sex' to convey the doing away with of protection altogether.
 
Using petroleum jelly as lube. It's very, very bad for a vagina. The stuff doesn't break down in there, it coats the tissues and creates a breeding ground for infection. Not to mention it breaks down latex so it's definitely unsafe for condom use.

Nonoxyl 9 (I believe) is still being used in some countries as a spermicide in condoms. The stuff causes irritations that can open up the tissues and leave you MORE at risk of infection and STI's than not using spermicide. Why it's still being used is beyond me.

Yeah, there's research showing that African sex workers who used N-9 gels had a higher rate of HIV infection than those who used a placebo, for the reasons you mention.

There's some debate over whether this finding is relevant to other use cases - for somebody who's not having sex several times a day and is using N-9 less frequently, irritation might be less of an issue. But nobody's produced evidence that it helps beyond the benefits any lube provides - WHO's advice is that N-9-lubricated condoms are still better than no lube.

I think the rationale for its continued use in condoms is the spermicidal effect, as a back-up contraceptive in case the condom breaks, but I'm not sure how effective it is in that role either.

N-9 shows up in a few unexpected places. It's a surfactant (basically, a detergent) so it can be useful in situations where you want to break down oils or fats.

A typical vaccine has several components. The obvious one is the antigen, an example of the thing you're trying to immunise against - e.g. dead virus material, or weakened live virus, or something synthesised to mimic the virus' chemistry.

Vaccines also contain an adjuvant, something that helps the body recognise and react to the antigen. There are a lot of different ways to do that, but one is to irritate the body and make it think it's under attack, to stir up a reaction. Another is to make it easier for the antigen material to get into the body and reach the cells that are supposed to be reacting to it; since this means getting water-soluble material past fatty cell walls, a surfactant might be useful there. I'm no expert but I'd guess that N-9 is used as an adjuvant for one or both of those reasons.
