In a world where celibacy is heretical... the Sexquisition roams the countryside, searching for virgins and abstainers. They have all sorts of devices to torture them with: sex swings, ball gags, vibrators, dildos, pocket pussies, fleshlights, harnesses, strap-ons, body suits, among many, many more.

Story could either be from the POV of one of their victims, or from one of the Sexquisitioners. Maybe someone finally caught, who'd been a virgin for almost 30 years, and the breaking of that person as they try not to give into how good it all feels.

Or maybe a Sexquisitioner who splinters from the Sexquisition. Rather than forcing these people to have sex, they evangelize about how good it feels, trying to show them the error of their ways not with the harsh implements of the Sexquisition, but the tender touch of their God-given tongue.

The Puritans did and Orthodox Jews do consider celibacy to be a violation of religious rules for married people, for one. It's doctrinal that partners owe each other sexual satisfaction in Judaism.

Sure, but celibacy is vowing off of marriage/sex entirely, so not quite the same thing. This is probably more like, you turn 18, you have to have sex or it's an affront to some god or another. (18, because the God in question is the God of Lit.)

I'd say that our world is more hypocritical about celibacy than finding it heretical.

A variation might be the parents desperately trying to get their girl/boy to hook up shortly after turning 18, confusing the kid enormously.

Turns out they're in a cult that does virgin sacrifices.

Hmm, I’m thinking a dark fantasy setting.

1. Woman is reported to the inquisition. The intent of the report is payback from a spurned lover, hoping the inquisition will coerce her into having sex with him.

However, while they do paddle her they reveal their goal is to make sure everyone explores their desire and lust. They ask her to tell them her desire and they will grant it…cut to the woman being transformed into a giant beast that is the living embodiment of her desire, which wrecks the town as it incorporates lovers into itself. The inquisitor smiles and then leaves.

2. The inquisitors are called to a town that engages in virgin sacrifice. The town is confused: no one here is remaining celibate and they sacrifice virgins to their god, who will be quite angry to have another god step into his territory.

The inquisition merely says they’ve come to see their god. They are given audience: everyone expexts they’ll be smited. But the god instead doubles over in pain and soon it explodes. The god’s flesh then reforms into copies of the virgins: the inquisition came to serve the whims of the virgins who were denied their chance to indulge in pleasure
