The surprise wasn't the position, but rather that she wanted sex. She went on to explain that what we'd call doggy style is the 'normal' position there. here in my country, as it is too conservative, people behave as they don't have sex at all. but what i gather that everything is done behind closed doors

Displays of desire pervade most aspects of our society, but admitting that you share that desire is taboo. Given that admitting desire is seen as wrong we strongly look down on people who admit to liking specific acts that aren't blandly heterosexual.

If you go America's Dumb Laws
You will see in a lot of states that missionary is the only "allowed" sexual position allowed. Oral is an extremely taboo as is anal.

I would be the inspector to watch everyone's bedroom to make sure they abide by the laws. If they did not want to abide then the woman would have to allow me to partake in breaking the law and I would not report her
