Why don't the Rangers keep the black ones and let everyone else have the tan? Is it because they have already ordered so many black ones, or do the Rangers really want to switch to tan?

WASHINGTON, March 16 (Reuters) - U.S. Army Rangers will get new tan berets but other troops in the Army will be issued black berets in a compromise to end a bitter dispute over army headgear, the Defense Department said on Friday.
Elite Rangers, who make up only 3,000 of the Army's 474,000 troops, had objected to an order from the Army's top general that all troops begin wearing soft black berets, previously exclusively worn by the Rangers.
