For a couple bucks I constructed a leather and wood spanker. If you have a tandy leather store near you, you can pick up the materials you need cheaply enough.
An 8" long, 2" thick wooden dowel from a local hobby store or hardware store. Some leather glue (available at hobby stores and tandy).
I cut lightweight leather strips, roughly 1 foot long and 2 inches wide which I then glued to the end of the dowel. Then I took a leather shoelace and coating it liberally with the glue, I carefully wrapped the area where I had glued on the strips, making sure it was closely wrapped and as tight as possible.
Now I have my own homemade flogger. It makes a wicked snapping sound and can sting like a sonofabitch, but it won't cut skin. There are a few improvements I could make on it, a little sand paper to round off the edges and some liquid latex and I could use it as a dildo.
The wife seems to like it, so I guess for once I didn't do too badly. Around this house, if it isn't electrical or electronic in nature, I'm not allowed to fix it. I'm all thumbs and know it. What can you expect from a software engineer?
