Funny thing about military procurement, it works both sides of the aisle.

How many AF, Army and Navy bases were kept open because they were in some congresscritters district?

How many weapons systems were kept alive because because the primary contractor was where?

Attempts to assign blame to any one party is stupid at best. They ALL do it in the name of 'bringing home the bacon'.

So why did defense contracting not come to a grinding halt when the Dems controlled the purse strings for 4 full years. Two under Bush and two under Obama with also control of the Senate as well?

For the last for years that should have been under Republican control of the purse there has been no budget, because the Senate would not pass one. It has been continuing resolution to continue the spending of the Pelosi congress.

The tanks we are talking about are in the Pelosi Budget, and I'm pretty sure the army did not want them then.

You leave out all of the horsetrading of votes that are done to fund Democrat pet projects and programs in return for allowing these monster defense budgets.

That's a M551 Sheridan the CH-54b is carrying, not the heavier M1A2. The difference is around 46 tons (the M551 weighs in at 17 tons, the M1A2 at 63 tons)

The M1A2 can be airlifted, but it takes a C5-Galaxy or a C-17 Globemaster, and it's only one tank per plane.
