A former dom partner of mine used to like to play a little game where he would send me into shoe shops with a short skirt and no panties and get help trying on shoes from young shop assistants. Public pool is a bad idea. You will turn on all the 14 year old boys and the 14 year old girls will hate you and lie about you to their parents/pool management/police.
No good will come of it.
Library or outdoor mall. You can be more selective.
Public pools are designed to not be seen from multiple angles. Too difficult to pinpoint your target without also hitting collaterals.

I like the idea that you will be turning on all the young boys, purely because I remember being that age and at that age, that would have been one of the most exciting things that had ever happened to me. Apologies for the delay. I was really tired and ended up falling asleep pretty early last night. Anyway, here goes...
So, I went to the pool in the late afternoon yesterday. It's not too big or fancy or anything. Just a little public pool that tends to get fairly busy during the summer. I wore one of my older bathing suits mainly because it has string ties that were oh-so necessary for this particular task. I just wore my bathing suit right to the pool, nothing else. I find that there's a bit of a thrill walking around in just a bikini. It's not exactly like being in your underwear... but it's close.
Anyway, it was starting to slow down by the time I got there, but there was still a good crowd. I laid my towel out on a grassy area a little ways off from the pool. I got some looks walking in, but nothing really special... just guys being guys. After a while of lying on my back and reading, I flipped over onto my stomach. Wasting no time, I went ahead and undid the ties behind my neck and back, just letting the bikini top lie there between me and the towel. Once I worked up the courage, I propped myself up on my elbows slightly. Most of my breasts were still covered by the ground, but I knew I was showing off quite a bit of side boob.
I had sunglasses on, which allowed me to get a decent look around without anyone really knowing. A couple of guys had managed to migrate over closer to me.
