In this case, I was referring to the second meaning which most educated people here would have understood. McConnell and the late Senator James B. Allen were known for their expertise in the use of the Senate Rules and procedures to their advantage in debate, in the strategies used in maneuvering through the legislative process, and in the use of the filibuster.
The term explained in the second definition has nothing to do with specifically "Parliament" or a parliamentary system. It has to do with any deliberative assembly, like for instance a Congress, a Senate, a House of Representatives, or a City Council.
