I can't be sure, of course, but I think you may be mistaken. Young, yes, but then I'm old as dirt, so... It has become very hard to ascertain age. Hard to tell if she is just very neatly shaven or, as you're thinking, young. There is another image just a few up from this one with similar body, though not shaven/hairless.
Still, it's definitely true that it's better to err on the side of caution.

I magnified the image, looking for any signs of shaven hair (there are usually raised follicles under the skin) and could see none. But also her body shape looks very young. Almost no hip development.

I’m not as familiar as you with how a thirteen-year-old looks. But in the interest of caution, I have edited the post with an image that provides more physical context which should assuage any lingering concerns.

Of course now you will have to edit your quote as the image is now there.

I believe you are being a smart-assed about a serious issue. I'm acquainted with children's bodies because I have had children. I have not been acquainted with a 13-year-old’s pubes since I was that age myself. I am acquainted with hips, and raised pubic hair follicles, because I am acquainted with adult women.
