Try connecting the monitor to another computer to see if it continues to jump. Does it jump more when it's first turned on? Have you tried changing the resolution? Sometimes (rarely) that might help.
If the monitor is still under warranty, contact the manufacturer. If it's not, you'll probably have to replace it.
