Toilet Troubles!!!!!

Any plumbers or handy(wo)men out there?

My toilet isn't flushing.

And I know it is because my tank isn't filling.

And I was told to bend the arm thingy of the water bulb/floaty.

But my toilet doesn't have one!!!

It has these two black cylindars conntected to each other, so if I pull up the wire that connects them the toilet tank will fill with water.

How do I adjust that so that the tank fills up normally?

It's really irritating to have to take the lid off, pull the wire, put the lid back on, and then finally flush!

Sounds like you have a fluidmaster, but I think your flapper is messed up, since your toliet won't fill up with water.
