It's a high bar -- FDR was a transformative president; TR was not despite being even more memorable. You have to really change the game, like Lincoln. Woodrow Wilson probably counts -- not for the war, but for the Fed and the income tax.

We have not really had any transformative presidents since Reagan. Obama for a time was SEEN as one. Biden never was.

Trump was, but ain't. Trump has not done much that cannot be reversed by executive order. He will leave no legacy that later presidents will have to deal with.
 
Trump's only lasting legacy will be the MAGA movement -- which he did NOT found, he simply placed himself at the head of the Tea Party movement. But it will still exist after him, waiting for a new leader.
 
DOGE has dismantled or defunded a lot of agencies -- but that's nothing the next Admin can't rebuild, and easily find qualified staff.

Only in the sense of lasting damage to acceptable norms of political behavior. All his legal, institutional changes are easily reversible.
 
Don't see anyone on the horizon who COULD be a transformative president, either.
