We can do this today with submarines that are a lot more survivable and easier to maintain than missile silos on an ice sheet thousands of miles away from CONUS.

It actually does matter a great deal in terms of warning time. That's the reason we "overreacted" to that "Cuba thing."

It's also the reason we (quietly and out of public view) conceded to the Soviet demand to get rid of our own MRBMs as an offramp from the "Cuba thing."

They're an inherently destabilizing weapon even by the insane standards of nuclear weapons.
