..Use Mac Mini Airport as Wireless router?

I've been fighting with this for about an hour.
Before I decide to throw my laptop out the window, maybe someone here can help me.

I'm trying to set up my mac mini's Airport to act as a wireless router for my Belkin air card. They both know the other is there; the laptop's attempted to connect about 9 times now, but refuses to hold the connection and instead tries to connect to my neighbor.

I bought the Mini from my old job, and KNOW that he was able to do this without a problem.

So what am I doing wrong?!
I have it set up with a password. Belkin has it saved.
I'm sitting RIGHT NEXT to it, laptop next to me.

Any help would be greatly appreciated!

There are just too many things that could be wrong. I would need to ask a ton more questions. But I found a page with most of the common errors on there:

You will have to put in www.
