Would not be able to bail out all those states either tornadoes, hurricanes and drought… so in essence no one would need to bail out NY if they just didn’t pay tax to the feds.

I'm against bailouts, handouts, subsidies, grants, loans, 'investments', and etc. I even want Social Security changed to a 401k style program where you only get what you pay into it.

While the federal government does deficit spending that is owed by the country as a whole, the facts are easily found that California and New York are net donor states while other states such as Mississippi and Alabama are recipients of funds redistributed from other states.
