We must have term-limits for congress

They should not be LIFETIME limits. Prohibiting IMMEDIATE re-election is enough to break the advantage of incumbency. We can have a system where you serve a term, sit out a term and come back. That way we will have a big pool of experienced pols. A republic NEEDS that, cannot get by with "citizen legislators" -- government is too complicated for amateurs.
 
Or we could respect voters' decisions of who they want representing them.

It's deliberately complicated to exclude amateurs.

This would not solve the problem term limits are ostensibly supposed to address, and it would create new problems. Interrupting service like that would cost us in terms of institutional knowledge, and allowing former members to come back after one term out would perpetuate the issue of never having enough fresh perspectives, which is the one positive change term limits would otherwise make.

Of course, all of the above is ignoring the fact that term limits were only popularized in the first place as an excuse to force the last generation of conservative Southern Democrats into retirement so the Republicans could take over those seats. Since that has long since been accomplished, you may have noticed the popularity of term limits on the right has dropped like a rock. It was never about addressing any real problems. As for me, if I like my current member - and I do - I don't see why I shouldn't be allowed to vote to send her back to DC regularly until and unless a better option comes along.
