It's not just Finland. In my experience, mixed, naked is the norm in the Netherlands, Germany (the birthplace of Frei Korps Kultur), and Austria (extending into western Hungary). In other words, a lot of NW Europe.

Just to clarify, I meant that overall, in Germany nudity is more acceptable than say, North America
