It's not just Finland. In my experience, mixed, naked is the norm in the Netherlands, Germany (the birthplace of Frei Korps Kultur), and Austria (extending into western Hungary). In other words, a lot of NW Europe.
 
If nudity was commonplace in America, most guys would be aroused seeing breasts flopping in the breeze whereas most women would not be as aroused seeing dicks flopping in the breeze. YMMV

Nudity isn't commonplace or even legal in most places.

But they'll sure as fuck sell us everything from boner pills to beer using the skimpiest clothed models allowed by law. 🙄
