Here are three headlines from the first page of the Arts section of today's NYT.

Fans See An Ally In Show's New Star

Low-Energy Comics Rely on Sharper Tools

Paranoia, Warring Powers and Poetry

What's wrong is that the first headline capitalizes an article and a preposition. What's even wronger is that the others don't. I think I've seen a major publication (maybe the Times) abandon the traditional rule about capitalization, but if that's the trend they're following, why aren't they consistent? It looks like the trend they're following is random capitalization. Have you seen this elsewhere?
