A PoMo analysis I've seen holds that only the dominant culture can be racist. Those with power i.e. white men are the social norm -- everyone else is a "special interest". The strong impose on the weak. Whatever 'racial' attitudes the weak have are irrelevant because they can't impose on the strong. Sure, there are joke definitions of capitalism as the rich oppressing the poor and socialism as the poor oppressing the rich. Ha. That's like the definition of a religion as a cult with armies. If "racism" depends on which group is in power, then giving a less or equally qualified Tunisian a job over a greater or equally qualified Brazillian would only be considered "racist" if the job was at a Tunisian company in Tunisia, right?
