So here's actual history: in London of the late 17th and early 18th Centuries, men would leap out of concealment and spank or cane women, then disappear into the darkness.

I might have made this seem more common than it was. Only three men were apprehended for this, one of whom would apparently shout "Spanko!" at the women before running away. The motivation seems to have been misogyny.

Just maybe an inspiration for a historical or time travel story.

Hmmm, maybe as the years went on it changed into bogeyman. Didn’t have the prominence of something like Spring Heel Jack though so it can only manifest a little, long enough to spank a woman, yell “Spanko” and then vanish.

For example:

1. Couple is walking down the street when one of them becomes possessed by whipping tom, who grabs their partner and spanks them red, yells “Spanko” and then becomes dispossessed .

2. Preservation society wants to make sure beings like Whipping tom don’t disappear so they set it up in a dungeon. Tom is happy to spank, no matter the reason, and the clients find it delightful

Combine it with the Bloody Mary legend. If you shout "Spanko!" in a London alley at night three times (while alone, or in a group of women only), you (all) get spanked by Whipping Tom.

A group of spanking fetishists take advantage of Tom. He's a misogynist, he hates that the women are enjoying it, but he's a ghost, stuck in the patterns he created in life.
