Hmmm, i think in some, it's just an outer presentation of a barren wasteland. Hey, sometimes, it's really a tundra and not a man in ice.
On the other hand, it's sometimes not. I know in a lot of people used to a more...cruel treatment from humanity will become very emotionally deadened in various ways. It can sometimes even cut into something uncontrollable. An inability to cry purely and utterly and whatnot even when the body is crying inside and whatnot. I think this is what people really seek when they mention "cold" people. They want the person whose outwardly deadend, but is in truth just too used to hiding the emotions.
I don't know if this is truly "ice queen/king" though. More often, it's a shyness and possibly an awkwardness, more of a stereotypically japanese style than the James Bond femme villain style.
