I have a theory as to why more people don't vote: the mechanics of getting from Point A to Point B in the system. IOW, if I could vote on a story and find myself back in the new story index with fewer steps to take than what I have to take now, I'd like it. Of course, I do go through the steps to get from where you land after you vote to the new story index, but it could be that not everyone does.
