Depending on your version of Windows, you should have MS Photo Editor.

In MSPE, open the picture.
On the file menu, select "Save As"
In the file type box, choose JPeg (*.jpg) from the pull down list of choices.
Click OK.

The same process will work with most phot editing programs, although some call it "exporting" a picture with a separate sub-menu to choose the file format to export to.

I tried for hour's to get my computer to save that pic as a .gif and couldn't.
I'm not too good with images on a computer.
