The Middle East isn't a monolith. Ignoring Israel and just focusing on Muslim countries, not every Arab/Muslim country is Saudi Arabia with salafi imams dictating how people live their lives. Those with secular governments, which are the majority, allow quite a lot of personal and religious freedom. In most North African countries, Lebanon, Jordan, etc. there are no laws and little social pressure to wear hijabs, much less veils. Even in politically nasty dictatorships like Assad's Syria and (formerly) Saddam's Iraq and Gaddafi's Libya, the repression was political, not personal or religious. Women can walk around in bikinis on Syrian beaches just as they can in western countries.
Exactly, there are nuances, differences of degree from one country to another. Ironically, some of the West's biggest allies are some of the most repressive countries, such as Qatar, Bahrain, and Saudi Arabia, whereas some of the "rogue" states, such as Syria, have had relative freedom. Lebanon is closely allied with Syria, iirc, yet it seems to have no small degree of such liberty as well.
