Several points to be made here.
1. Panties must be worn on the outside of the garters to facilitate easy removal. Yes they look better when worn on the inside but if they need to come off outside is easier.
2. The actual garter straps add an accent to the rear end that is truly wonderful.
3. Shorter skirts with exposed stockings and garter straps are really HOT!
4. Thinner material sundresses that reveal garters are HOT!

I agree most items.
I disagree wearing stockings with short skirts. A bit imagination, knowing the other is wearing stockings is far more erotic than seeing constantly. A glimps, windblow, and so on is mmmm.
