Just make her high up in the hierarchy. If she's the Head of Nursing, there is only one at a given hospital, so if that position is filled at the other hospitals in the area, and why wouldn't it be, she isn't just going to be able to jump into that job somewhere else.
That would likely be true for head of any department.

Maybe her job is less portable because she's a specialist (that is to say, another doctor) and this hospital is the only one with infrastructure, organization and an established clinic to support her specialty. While the MC can go doctor somewhere else more easily.
