I'm more inclined to think this bar is either in Germany or Russia who look at nudity a little differently. I remember (if I remember correctly) looking at another capture from this set and the writing on the chalkboard and some of the items advertised are exclusively in those two countries.

That changes my perception of the girl in green hugging her bo, and I'm more inclined to think she is either speculatively looking at "Sheila" or enjoying the wood her bo is sporting. Also, nobody is blushing in embarrassment, they all seem rather bored of the spectacle, implying it's an everyday affair seeing Sheila walking around starkers.

She's just being a good hostess, really. Friendly and open, with a personal touch. Her casual vulnerability would make everyone more confident about coming out of their shells and being themselves. No one would worry about getting caught looking, that's for sure. It sets a really great mood.
