Well as a guy I will say that

I prefer panties on a woman. But sometimes it depends on the girl and the situation. The more shy she is the more I try to corrupt her. As soon as I come home, bra and panties come off no matter what. Kind of like my coat, lol. As for out, I usually wear them except if I am wearing leggings. Very occasionally I will go out in a skirt sans underwear to feel a little naughty -- very convenient for access when out to dinner or in a car!
