I think probably the best way for someone to get good critique help--just as a few have pointed out about getting editorial help here--is to read the stories (which is a help right there; you can usually see what works and what doesn't, and by doing some digging and thinking of your own figure out why) and approach writers directly who you think are writing really well in the category areas you want to write in. And ask them to look at something (not too long) and give you some direct advice, which, in private can be a lot more detailed, candid, and honest. And then you've already started off with someone who isn't just a recreational critique here because they get off on telling others off.
If you are asking for help mainly just to get your stories read, though, I guess asking for reads here is as good as any method.
Beyond that, I continue to suggest that writers seeking help check out whatever they can on those giving them "help" (which, for the life of me, I can't see as being a bit different from Shwenn's "grain of salt" advice).
