All this is pretty well-trodden ground. Tolkien's intention to write a "mythology for England" even has its own Wikipedia article. (Note that as the article mentions, he himself considered The Lord of the Rings to be "a fundamentally religious and Catholic work," a topic that also has its own article.)
Concerning Arthur and the "Matter of Britain," it doesn't really matter whether we label it Welsh or French; it is not "English" in Tolkien's sense.
