Venezuelan refining ability is functioning fine. This is how/why they were able to export oil. The refineries which do this were built by Chevron and were seized by Maduro when he came to power.
So no "upgrade" is required.
Then what does the Admin mean when it refers to Venezula's failing "infrastructure"?
