When to take that chat to PM or Lit Chat

You could take it to Lit Chat (there’s also a private room feature that is probably more satisfying for most for cyber play.

There is no such thing as a Private Room on the Chat side.........Member created rooms are just like any other room. ANYONE can enter the room.
